Is your feature request related to a problem? Please describe.
With deprecated scans being optional, an improvement to user experience could be focussing scans to just deprecations, mean making vulnerability scans optional within a single scan.

Describe the solution you'd like
Make vulnerability scans optional.

Additional context
The -v CLI option in Spectre has a bug: spectreconsole/spectre.console#1400. Until then this is on hold.

FYI. I've just submitted a PR to revert this to existing behaviour, see: spectreconsole/spectre.console#1427
