Finish line won't connect to Starting Gate on WiFi connection error #5

If the finish line can't connect to Wifi it goes into an infinite retry loop and never connects to the starting gate to allow local racing. Loop should terminate after a reasonable number of tries. Better yet, move update check to starting gate and only connect to Wifi if an update is available - using the wifi SSID and password from the starting gate.
