Migration away from GitHub and other Microsoft products

The BDS Movement called for a boycott of Microsoft at the beginning of April 2025. To our knowledge (please correct us if we're wrong), Typelevel is not currently paying GitHub anything to host its projects; nevertheless, it would be good to participate in the boycott.

This issue was inspired by #164; primarily we think the migration should be considered even more urgent than the aforementioned indicates.

Hi-hi, so sorry for the delayed response!

First, I do have to correct you: Typelevel does pay for a GitHub subscription. This is entirely for increased CI runners so that all projects within the Typelevel org don't compete with one another too aggressively for those CI resources.

Second, I don't have any updates here beyond what's been researched/called out in issue #164. I will say that this is not for a lack of interest on my, or other steering committee member's parts. It's just a lack of time

I have a few suggestions to at least get the ball rolling:

1. move the governance repo to Codeberg
2. open issues in the moved governance repo for the following:
   • identify repos that don't have builds (possibly because they're archived):
     • migrate them to Codeberg
     • possibly use something like giveupgithub.sh to point the old github repos to codeberg
   • migrate a single scala repo with CI to codeberg
     • identify/select a scala repo (ideally with low traffic) that still has an up-to-date CI build to migrate first (possibly sbt-typelevel?)
     • set up/provision Forgejo Actions runners to build on
     • determine whether to prioritise minimal changes to the CI config or maximal adherence to Forgejo Actions spec/norms
     • make it easy to update CI configs
