Integrate official HelpMe email with system

We already have a dedicated email for HelpMe: course.help@ubc.ca

And we need to replace the current gmail one that Kevin set up a while back since it's not very official and we often hit the email cap.

We need to figure out how to set this email up so we can both send and receive emails through it (particularly the sending part, since our system can easily send hundreds of emails a day). Our system needs to be able to do it through an API, and you will likely need to look through documentation like how to set up FAS mail or whatever (like how to connect a mail server with a mail application) and maybe there could be a reference to an API or something there.

You will also need to ask Ramon for access to said email.

For #421, when this is done be sure to update it so that the notification email can be sent to more than 5 people at a time (limitation was put there so we don't overload the gmail API in the meantime).
