Re-enable ILL on a test VuFind instance, with the following changes:

Change the label to "Request Chapter or Article via Interlibrary Loan"
Submit to https://requests.lib.uchicago.edu/illiad/illiad.dll?Action=10&Form=22
(Instead of Form=30)
