Describe the bug
Address the bug preventing administrative users from accessing privileges and roles.

To Reproduce
Steps to reproduce the behavior:

Go to 'Setting module'
Click on 'roles and privileges'
See error where the roles and privileges are not visible

Expected behavior
We need to remove the roadblock preventing administrative users from viewing access levels for assigning others.
