Describe the bug
A clear and concise description of what the bug is.

To Reproduce
Steps to reproduce the behavior:

  1. Go to 'to'registration module'
  2. Register a patients
  3. Then, go the cashier module, fix the error and prioritize the bills
  4. See error
  5. Then, after fixing the error by viewing the list of patients with their bills
  6. Request execution
  7. Then go to the social welfare module to view the request for bills.

Expected behavior
We require a correction to the bill ordering functionality within the social welfare module. The most recent bill should be positioned at the top of the list for optimal cashier efficiency.
