Separate form data access from Edit permission

As an ADMIN I would like to be able to provide broad access to IoGT Admin Panel users so that they can edit content on the site. However, I don't necessarily want to also provide them broad access to the data collected in forms/questionnaires. As an example, right now I need to provide Edit access so that a user can edit a survey, and then remove their access when the survey starts collecting data, and then re-add their access any time they need to make an adjustment to the survey.

Unsure how complex this is to accomplish, we should think about the value vs the tradeoff in development time.
