Windows 11 ARM VM hangs on restart #7648

Describe the issue
Quite often when I restart a Windows 11 ARM VM (Windows Start menu > Restart), the operating system shuts down, and the VM retries to start up. However, the VM window only displays the UTM logo and the text "Start boot option" and then nothing happens. The VM stays there with no progress at all. The only way to get out of the situation is to force shutdown the VM from UTM.
I had this issue already in the past with 4.x releases and it continues with the latest 5.x beta's as well.
