Rename "Absent" to "None" and allow creating tasks without a category (or treat "None" as a category). This would allow users to create quick tasks, as not every action is meant to be analyzed and assigned.

I have a feeling TimePlanner is meant for allocating blocks more than individual tasks. (It feels like a calendar app stuck to agenda view without the actual calendar mode.) At least this is how the UX feels to me.
You'd use something else (jtx, tasks.org) for atomized tasks within the block.
I agree with the purpose of this app, as I have always used it for time allocation. But sometimes I need to add some random one-off actions that do not fit into any category. I don't use TimePlanner to manage my todo list, it's more of a time management tool for me. Of course, if I want to plan a day, I'll set time frames and allocate some things to do from my list, and I don't want to have to think about the right category for something I may never do again.
