Implement lock() on reward streamer contract

The reward streamer contract currently only allows for deciding for a lockup time at the time of staking.
I personally think this is fine, however the previous protocol allowed for locking existing staked funds.

We need to clarify if this is still desired, and if yes, implement this in reward streamer.
