Combine and standardize journal data from incities and scimago? #2

It may be beneficial to combine these datasets and standardize the format of each variable. For instance the ISSN numbers are very different, and require a lot of overhead to match the data with europepmc's ISSN data.

More data can be retrieved from these sources for other years, which could also be beneficial. Scimago also does country rankings.

Basic setup for R packaging and added new functions.  Looks good @sdhutchins.  We can definitely, add some more stuff.  In particular I'd like to curate the data input some more #2
