RO-80 - Enable maximize functionality

Minimize/restore functionality will be implemented as a part of RO-75. Enable maximize/restore functionality. The maximize functionality will likely make use of a maximize class to show style differences, but the default themes (RO-51) should make the app take up the entire desktop-content area.

Dragging/resizing should either be disabled on a maximized app, or doing so should first restore the app before doing the drag/resize.

Restoring the app should return it to it's previous size and location.
