.NET Framework 4.6.1 is out of support

This library is built against .NET Framework 4.6.1 which is [out of support](https://dotnet.microsoft.com/en-us/download/dotnet-framework/net461). Consider moving to .NET 8 which will be cross-platform (unlike .NET Framework which is Windows-only) and has long-term support ([will last until at least November, 2026](https://dotnet.microsoft.com/en-us/platform/support/policy/dotnet-core))
