Requested feature
Add composite action for parsing READMEs and executing them. As a reference, the CI workflow parses the CLI quickstart and VOD README.

Motivation
The same task is repetitively executed in both Veracruz's and VOD's CI workflows, leading to code duplication and higher maintenance cost
