To make verso a webview that can be used by other apps, we'll need

Able to remove some functionalities based on feature flags
Can be launched without the UIs
First make some basic CLI APIs that controls verso to do some thing like opening an URL
Able to control verso in more ways through IPC
Rust API to easily use the IPCs
