Description
PRD: Retire Legacy Collection Migration
Problem: PRD #375 (Unified Knowledge Base) adds auto-migration at server init that checks for legacy policies and patterns collections and migrates them to the unified knowledge base. This migration code should be removed after sufficient time has passed for all users to upgrade.
Solution: Remove the migration check and related code from server initialization. Target removal ~6 months after PRD #375 is released.
