PRD: Deployment Documentation Generation for Knowledge Base

Problem: AI recommendations lack context from past successful deployments, leading to less accurate solutions and no organizational memory of deployment decisions.

Solution: Generate deployment documentation alongside manifests in the recommend tool, propose committing to the user's Git repo (via PR), and let the existing GitKnowledgeSource controller ingest it into the unified knowledge base for future recommendations.
