[DOC]: Documentation Refactor

Suggestions

Need to refactor the current documentation README.md by moving the documentation for private key ciphers and public key ciphers to their respective folders and creating a common documentation guide for the project, and references to any and all the README.md files created in the repository in a structured "table of contents" kind of way
