In response to the recent incident involving a >24h gap in package scanning we should implement alerting that covers our core functions like:

When no packages have been scanned for 1hr
whatever else you guys can think of

For now I think it would be useful to get the discord bot to alert core devs when no packages have been scanning in a configurable amount of time
