VF Blocks : Video teaser - Add vf-video-teaser to figma, add documentation

• From the review done for the vf-block components,%20it%20was%20discovered%20that%20the%20[vf-article-meta-info) it was observed that the vf-video-teaser component is not in the figma library. Add this component to the component library in figma.
• The vf-video-teaser on the live site currently has no documentation available. Create and add documentation for the vf-video-teaser component.
