Failed to issue SAML token" err="POST \"/sts/STSService\": 404 Not Found" when using vcsim do local testing

I was trying to add saml auth to CAPV, it use vcsim to do local testing
But got below error when trying to get token

The test does has b.model.Service.RegisterEndpoints = true set to registry all API.
