RFC : jenkins_plugin : puppet module to configure jenkins plugins using groovy #925

This is still work in progress. Feel free to peek around and give your comments/suggestions.
In short this module does :

installs plugins and there dependencies
configure plugins using puppet classes/defines.
Mainly uses the exec resource and groovy code.
