There is some overlap with standards at https://datapackage.org/, just updated this year. CSVW should make explicit reference to these standards and make clear where they combine or differ. References at https://www.w3.org/TR/tabular-data-model/ are minimal and outdated.

We are also very keen on this, and have asked the same of the datapackage maintainers as we look to evolve our CSV guidelines within the Darwin Core standard.

We’re particularly interested in the differences between the frameworks and would appreciate any observations on the governance, technical roadmap, perceived adoption, maintenance and the state of tool development that might be relevant to a decision.

What's necessary is for a group to be chartered to update these specs before any updates can be made.
