sparql11/data-r2/dataset/manifest.ttl presumes graph sparql processor performs retrieval

the sparql 1.1 dataset specification does not require that any specified graphs be retrieved by the sparql processor, yet the manifest does not include the iri in the respective test dataset definition.

an alternative would be to add a requirement to the original tests to indicate that they require the dataset content to be retrieved and to add sibling tsts which specify the dataset in the manifest.
