Drop Node 16 Support

Due to Node 16 is end of life since Aug 08, 2023, So Rspack will end of supporting Node 16 in 1.5.
And the CI testing node matrix will update as below. It will be taken effecitve in the end of July of 2025.

• Linux : 18,20,22
• MacOs: 22
• Windows: 22

It's supported, we just don't run it for every PR(but will run before release) due to limited CI resource

I not sure whether lazy-compilation is stable, should we setting lazy compilation by default in rspack 1.5? @chenjiahan @JSerFeng

I prefer to enable lazyCompilation.import in Rsbuild v1.5 or v1.6 first, and I'll test further to see if that works.
