[Issue] Potential 'Favourites' Concern

Intro:
First, it is spelled 'favourites' even if phone system language and app language is set to en-US (we use 'favorites' without the extra letter 'u'). This was talked about previously in the now-hidden Issues section multiple times. But visual-only spelling issues aren't my concern.

Issue:
If 'Favourites' is blank, the menu to import them from a previously-saved exported backup is NOT available.

Workaround:
One has to 'favourite' any app in the store first, then the menu is now accessible to import. After importing, manual removal of the randomly-favourited app must be completed.

Solution Request:
Always have the 3-dot menu visible on the portions of the app such as 'Favourites' that allow for both Import and Export. We can't import if the menu isn't there!
