CustomAction impersonate="no" doesn't appear to work

Per the title, I intended to do something as "LocalSystem". The documentation claims that the MSI installer runs as "LocalSystem" so setting impersonate="no" in a custom action should result in the action running as "LocalSystem"... at least that's what I'm thinking logically.
Instead, it's getting run as the administrator user that runs the MSI.

If I could run a command explicitly as LocalSystem, that would also work, but there doesn't appear to be a way to accomplish this. I also can't schedule tasks to run as a particular user. What do I do exactly here?

I believe I figured out the issue. I changed package scope to "perMachine" and it coincidentally seems to have solved the issue. Even then, I didn't believe that would affect it but I guess that makes sense.
