Last Word Proc not in the sims

Describe the bug
Currently the Last Word proc is not showing up in the sims. Around patch 3.3.2, blizzard made the proc "virutally 100%" in a hotfix (see here, I could not find the original hotfix notes) so that classes could benefit constantly from the buff. This weapon has a lot of potential for not just Gargoyle snapshotting for Unholy DKs, but also as a generally decent UH weapon and, of course, its benefit to tanks.

To Reproduce
Equip Last Word (Normal or Heroic version) and sim

Expected behavior
Equipping Last Word should proc almost immediately and keep that proc up (supposedly a 37% proc)

As you can see from wowhead, this is the name and spell id of the proc/buff

Finally, if you look at the sim and sort for buffs, there is no blessing of light.

I am an engineer and would like to start helping with the sims, I can take a crack at this first and raise a PR for it.
