zmq-proxy container: new dependency from bleusky event-model #50

requires "packaging" module, implemented last month
bluesky/event-model@915c9bf

Fix is to include packaging in requirements.txt, but testing is also needed when there is time.

In the meantime, pin earlier event-model in /zmq-proxy/requirements.txt e.g.
event-model==1.18

PR submitted upstream, it's their requirement, not ours:

bluesky/event-model#246
