The agent llm configuration not applied if created while agent build is inprogress

First register an llm service provider through LLM Providers in organization level

Steps to reproduce

1. Create a platform hosted agent
2. Goto Configure and create a LLM Provider
3. Wait for deployment

The environment variables are not injected to the deployment.

Configurations of the providers created after the deployment are getting injected properly.
