Add a cli tool for plotting ionization fractions

It is often useful to make a quick plot of the ionization fraction as a function of temperature. It would be useful to add a CLI tool that, given an element name, plotted the ionization fraction as a function of temperature and either displayed or saved a plot. This would require having matplotlib as an optional dependency and would also mean adding an entrypoint to the package.
