This ticket is to implement Modem Frequency Detection using WarVox classifiers features available at https://github.com/rapid7/warvox/blob/master/config/classifiers/01.default.rb .

It does require preliminary audio sound analysis of the RTP flow coming from the VoIP dialing leg, to detect a modem before passing it over by calling the Modem Server (asterisk-softmodem running on asterisk)
