Allow creating pure EOAP containers without xcube #56
Description
The xcube stack is a heavy dependency, and might conflict with something in the user's own dependencies. If the user doesn't need the xcube server functionality, we should give them the option to exclude xcube.
We should also check if any other dependencies pulled into the container by xcengine code can be avoided or made optional.
