Distributes Templates to Template repos (as it's not possible to run workflows inside Template Repos)

Templates are distributed with the following hierarchy:

base-template
- java-template
  - standard-maven-template
    - vaadin-addon-template
    - openapi-client-maven-template
  - intellij-plugin-template
