controllingPenetration := .33

From my understanding of the Casper FFG rules, only a > 2/3 stake in ethereum can be considered "controlling" . What was the reasoning or type of attack that is possible with .33 ?

Hello,
in many PoS with a BFT-style consensus algorithm, 33.3% of the validators stake is sufficient to stop/censor the transactions of the network, while 66.7% is necessary to take control of it.
