Restart file size is blowing up when running HRLDAS in 100m resolution

Making a new discussion section for this issue as suggested by @xuelingbo .

Solved: comment out the write restart part in
LSP-DS/modified/module_NoahMP_hrldas_driver.F

However, this issue still needs to be address if we are planning to run longer simulation (e.g. 20 years) at 100m resolution since we might need the restart files.
