原因

主页有太多几百粉几千粉的低质up，用AI文案视频配音进行引战，播放量还非常高

功能简述

在首页推送过滤中加入低粉屏蔽，可以屏蔽指定粉丝数以下的up主发布的视频

功能逻辑

类似于已经实现的低播放量视频屏蔽，添加一个额外的入口
