I have installed Hamclock following your directions in the past on Ras Pi and on Ubuntu Server 24.04 LTS, but I ran into issues trying to install it on Ubuntu Desktop 24.04 LTS.
Based on this Reddit, I had to use "docker compose up -d" rather than "docker-compose up -d" to get it to work.
It's running fine now.

It might be possible that on your specific system, you need to use docker compose versus docker-compose. However, the documentation allows for both, depending on your system and install method. Also, your installation somehow has and knows docker-compose but thats broken. Otherwise you would have gotten an error telling you that your system doesnt know what docker-compose is. So I guess, this issue is highly subjective to your system. However, I'll try to replicate it and adjust the documentation in the next few days.
