Once you have run IBMUSER.ZWEV3A.SZWESAMP(ZWEGENER)

you need another step to permit users to the data sets IBMUSER.ZWEV3A..... My userid failed because I do not have update access

Just a sentence will do.

Datasets "IMBUSER.ZWEV3" that existed prior to running ZWEGENER wouldn't need to be updated, they're read-only.
Datasets that exist as a result of ZWEGENER are in a place defined by you.

Particularly, they're the "...CUST" datasets.
You can put them into a place in which you already have update access.
