[Zowe Extensibility API] Is there a way to specify on which types of files have a specific content menu option?

Basically, in my vscode extension that uses the extensibility API, I want to add a new context menu option to only cobol programs. I currently do not think that this is possible, as I cannot find anything in the code that currently does this:

1. The extension of the file is not even determined until the file is actually opened. So how could this even work without trying to open every file?
2. Example of an existing "language specific" context menu button appearing for every file is the "submit job" button. This ideally should only exist when right clicking JCL members, but I think because of the above, it shows for every member.

But I am posting this question just in case it is possible somehow...
