Mod Resolution and Windowed/Fullscreen mode fixes

Most of these fixes are for Linux/MacOS:

• Allow easily disabling 'best resolution scanning' for rei/hou+ 961afda
  • NOTE: Need to make a commit on ep9 and ep10 which disables best resolution scanning for this to work!
  • This is to fix Switching to fullscreen mode causes the game to be inappropriately stretched hou-plus#13
• Fix Config Menu Resolution buttons stuck 'on' if current fullscreen resolution equals the button resolution ca0cdbe
• Add various workarounds/attempts to fix problems if you set a windowed resolution larger than your screen's resolution on ep9 and 10 8e8274c
• Fix F key not toggling fullscreen when in a menu or other special game state 3812043
• Fix ALT-ENTER not toggling fullscreen under Linux/MacOS c728a03
• (related to the above two, only under linux) Allow toggling fullscreen at any time 7a4f538
