Bump minimist and jimp in /mediaserver

Removes [minimist](https://github.com/minimistjs/minimist). It's no longer used after updating ancestor dependency [jimp](https://github.com/jimp-dev/jimp). These dependencies need to be updated together.


Removes `minimist`

Updates `jimp` from 0.6.8 to 0.22.12
