[WIP] Sync all translation files from main to wpf-ui branch

• Copied all translation files from master to WpfUi base

• Updated 13 existing translation files with latest translations
• Created comprehensive documentation

✅ WpfUi (before) had 19 translation files
✅ Current branch has 22 translation files (matches master)
✅ All .resx files identical to master

Technical Note

⚠️ Due to diverged git histories (WpfUi-based vs master-based), automatic push failed. The translation sync commits are ready and need to be manually applied to WpfUi. See ACTION_REQUIRED.md for options.

Next Steps

Maintainer should cherry-pick commit 74ff5036 into WpfUi branch or use one of the options in ACTION_REQUIRED.md.
