Various VRC_Pickup Utilities

Features:

• Allows pickup theft from other players
• Makes pickups unconditionally enabled

With Core:

• Drop all pickups
• Scatter pickup ownership
• Freeze all pickup
• Item Orbit
  • Select someone in the QuickMenu to orbit them
  • Otherwise, it'll orbit yourself.

Advantages:

• Doesn't run OnUpdate
• Less codes gets ran by NOPing an existing function

Issues:

• May not work perfectly on SDK2
