The test test_read_rates.py's code had been completely commented. As I was working on that code, I uncommented the code, and also added testers at the bottom, which I commented.
The current issue has been found: the test's rate.out file does not have species that match the prescribed rates. Maybe the rate.out file was not added to the followed files? With that in mind, I have not added the rate.out file to the followed files yet, in case someone has a copy on their personal copy they can lend to me/add to the followed files. The rate.out file I used was found in the tests/data/inp directory.
