test_read_rates.py's assert functions were all changed to match the new MESS output file given to me.
All of test_read_rates.py runs now.
A few files were changed:
rate.out_bar: was changed to the new rate.out file, changed to bar
rate.out_torr: was changed to the new rate.out file, changed to torr
rate_old.out_bar and rate_old.out_torr are the old files, which were added to the git to make sure information is not lost.
