Admin bar: Add reader icon tooltip

Proposed changes:

• This PR adds a tooltip to the reader icon. The text used is copied from the reader icon tooltip in Calypso. The goal of this change is to improve the user experience and make things consistent with Calypso.
• Adding tooltips to the "Help" and "Notifications" icons is not part of this PR. They need to be updated in the wpcom repo (TBD if this gets approved).

• On a simple site, hover over the reader icon in the admin bar.
• You should see the following tooltip:

• To test on WoA, go to the Plugins menu on a WordPress.com Simple site. Click on the "Upload" button and follow the upgrade flow to be able to upload, install, and activate the Jetpack Beta plugin. Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin, and enable the add/reader-admin-bar-menu-title branch.

  • For jetpack-mu-wpcom changes, also add define( 'JETPACK_MU_WPCOM_LOAD_VIA_BETA_PLUGIN', true ); to your wp-config.php file.

• To test on Simple, run the following command on your sandbox:

  bin/jetpack-downloader test jetpack-mu-wpcom-plugin add/reader-admin-bar-menu-title
