Describe your changes

For other ACAP applications (running as a dynamic user) to be able to access the IPC socket in /var/run/user//docker.sock the runtime directory (/var/run/user/) must have group permissions set to read and execute.

Issue ticket number and link

Fixes issue where a second ACAP application failed to use the cli:s due to insufficient permissions
