Added PowerShell 7.0 to list of prerequisites in 4-prerequisites.md #151

When I ran the script Set-Variables.ps1 using PowerShell 5.1, I received an error.
I installed PowerShell 7.4, and it resolved the issue.
Therefore, it makes sense to add PowerShell 7.0 to the list of prerequisites for this project.

yeah lets make pre req explicit first that this is just for windows. Since workshop supports both bash and powershell users. @simonkurtz-MSFT
